Modi government, more than half a dozen top officers churning out PMO in preparation for major changes in the election process, can lose these rights from the states
An important meeting was held earlier this month in the PMO to discuss the issue of holding elections simultaneously in the country. During the meeting, all local bodies were discussed in the preparation of a common voter list for elections, assembly and Lok Sabha elections. The meeting, which was held on 13th August, was chaired by Principal Secretary to the Prime Minister PK Mishra.
During the meeting, two options were discussed, firstly, by amending articles 243K and 243ZA of the Constitution, it should be made mandatory for all elections in the country to have a electoral roll. The second option is to persuade the state governments to adopt the electoral roll of the election Commission for municipal and panchayat elections by changing their laws. According to sources, Cabinet Secretary Rajiv Gauba, Legislative Secretary G Narayana Raju, Panchayati Raj Secretary Sunil Kumar and three election commission representatives and Secretary General Umesh Sinha also attended the meeting.
Let us say that the constitution is related to 243K and 243ZA panchayat and corporate elections. This article empowers the state Election Commission to create electoral rolls and conduct elections and give direction and control it.
On the other hand, article 324 (1) empowers the election Commission to prepare and control electoral rolls for all parliamentary elections and assembly elections. In other words, the state Election Commissions are free to prepare their electoral rolls for local elections and there is no need to coordinate with the election Commission.
Most of the states now use the electoral roll of the election Commission for their panchayat and corporate elections. However, Uttar Pradesh, Uttarakhand, Odisha, Assam, Madhya Pradesh, Kerala, Odisha, Assam, Arunachal Pradesh, Nagaland and Union Territory of Jammu and Kashmir have their electoral rolls for local elections.
According to sources, during the PMO meeting, Panchayati Raj Secretary Sunil Kumar was in favour of adopting the electoral roll of the election Commission for local elections in other states. During the meeting, Principal Secretary PK Mishra has asked the Cabinet Secretary to discuss the matter with the state governments.
In the last year's Lok Sabha elections, the BJP promised a common electoral roll in its manifesto. In the BJP manifesto, one country was also talking about an election, that is, the government is considering to hold Lok Sabha, assembly and local elections simultaneously.
⚫Driver not found then COVID-19 patient airlifted to hospital by doctor⚫
A 30-year-old doctor from Pune worked to transport a patient from kovid-19 to the hospital by running an ambulance from the care centre in a very delicate situation. People are treating them as true ' Kovid warriors '. After the oxygen level in the body of the 71-year-old patient at the Kovid-19 care centre, Dr. Ranjit Nikam himself drove the ambulance and took him to a hospital.
Nikam said that the ambulance driver had suddenly fallen ill and no one could immediately be available to run the ambulance in his place. He, therefore, decided to take the patient to the hospital by running an ambulance to provide immediate medical service to another doctor Rajendra Rajpurohit.
The elderly patients were under the supervision of Nikam in this care centre set up in the Marketyard area. "The incident took place around 2 o'clock in the morning on Monday," he said. I was at the Covid Care Center. Only then did I know about the oxygen level of the elderly patient. After talking to senior doctors, it was decided to send the patient to a large hospital. ''
He said that the centre had its own ambulance but the driver fell ill a few hours ago and was climbing the line. Other ambulance drivers were also called but either the phone could not take off or they were not nearby.
He said, in view of the declining condition of the patient, he himself decided to run the ambulance. He took the patient to some hospitals but the ICU bed could not be available. Later found the bed in a private hospital and the patient was admitted. He said the patient's condition is stable. The son of the patient admitted to the Covid-19 care centre praised Nikam and Rajpurohit and described him as a true 'Kovid warrior'.
